Performance governance for an agency CEO office

How strategic performance management becomes a rhythm of conversations rather than a dashboard.

Scope

Chief Specialist, then Expert — CEO Office, Traffic & Roads Agency, Roads & Transport Authority, Dubai.

Approach

Start from the agency’s strategy and work down: every initiative, programme and project is mapped to a strategic objective and a KPI it is meant to move.

Review KPI attributes and the data-collection process behind each one. A measure nobody trusts is worse than no measure, so definitions, sources and verification are tested periodically.

Hold recurring performance meetings with organisational units, bringing in customer-feedback results and agreeing the actions that follow — the conversation, not the report, is the mechanism.

Apply a balanced-scorecard method with emphasis on strategic performance, and check that each unit’s scorecard actually covers its approved mandate.

Outcome
  • A repeatable cycle in which recommendations carry a status, a percentage of KPI-target completion and an impact analysis.
  • Reporting to the agency head that is timely, consistent and tied to the same objectives every period.
Constraint note

Agency-specific figures, internal scorecards and named stakeholders are withheld for discretion. This record describes method only.
